April 1, 1996: Halifax, Dartmouth, Halifax County, Sackville and Bedford amalgamated to become the Halifax Regional Municipality. This increased the geographical area that Avalon provides services for from just the city of Halifax to the entire HRM. This strains an already limited budget.

An independent consultant conducted an internal program review. The Centre underwent program restructuring which resulted in the current programs and services which include: individual counseling, support/therapy groups, court support, advocacy/support/referral, community education, professional development, partnerships/consultation with other agencies and women’s groups, and the After Hours Immediate Sexual Assault Response Line.
